These combined duties are exceedingly heavy

and as it is now certain that the large scheme of paving of main roads will be spread over a number of years and that improvements in road surfacing will be extended far beyond the city limits I would strongly urge upon you a re-considera- -tion of the decision conveyed in your despatch under refer- -ence and the sanction of the proposed allowance to Mr. Perkine as from the 1st of January last. I am of opinion that the

financial position now justifies the additional expenditure.
